Know-Your-Client (KYC) & suitabilityMediumQuestion 1 of 4Score: 0/4

A mid-career professional wants to actively rebalance their portfolio quarterly and frequently pivot between sectors based on economic data. Under IDPC Rule 3211 (Account Appropriateness), which model is generally most suitable for this client?

A
The fee-based account, but only if the client agrees to pay the fees from a tax-free account.
B
The fee-based account, because it eliminates the cost friction of frequent rebalancing and pivots.
C
The commission-based account, provided the advisor obtains discretionary authority for the pivots.
D
The commission-based account, because it ensures the client only pays when they agree to a trade.

The Hard Parts — And How We Help

The Challenge

1

Element 1 dominates the exam

Know-Your-Client & suitability is 22.5% of your score — nearly a quarter. The retail advisory relationship is the heart of the RSE, and it's tested in depth.

2

Suitability is judgment, not memorization

Retail advice means matching real products to real people's situations, goals, and risk tolerance. The exam tests reasoning through scenarios — not rote rules.

3

Nine elements, the full advisory lifecycle

From KYC and fixed income to managed products, portfolio construction, and ongoing monitoring. The RSE spans everything a retail RR does, end to end.

Frequently Asked Questions

What is the RSE?

A CIRO exam for representatives who advise retail clients on securities:

  • Individual investors — the people walking into a branch or calling an advisor
  • Builds on the CIRE foundation with retail-specific content
  • 9 elements covering KYC, suitability, products, portfolio construction, and ongoing client relationships
How many questions are on the RSE?
  • 120 multiple-choice questions
  • 180 minutes (~90 seconds per question)
  • Computer-based at Prometric test centres or remote-proctored from home
How do I book the RSE?

Register through CIRO's Enrolment Portal at ciro.ca:

  • Sign up and select RSE as your exam
  • Pay the $475 exam fee
  • Schedule via the Candidate Portal

You must have passed the CIRE before booking the RSE. See our registration guide for the full walkthrough — the process is the same for all CIRO exams.

How much does the RSE cost?
  • First attempt: $475 CAD
  • Retakes: $300 each

Same pricing as all CIRO proficiency exams. Full fee details and retake policies are on ciro.ca.

Do I need to pass the CIRE first?

Yes. The CIRE is a prerequisite — every registration pathway that requires the RSE also requires the CIRE.

  • The RSE builds on CIRE with retail-specific content
  • You don't need the ISE — that's the institutional pathway
  • CIRE + RSE = retail Registered Representative registration
How hard is the RSE?

Element 1 is the exam. Know-Your-Client & suitability makes up 22.5% — nearly a quarter of your score.

  • Deep understanding of KYC, suitability determinations, and the retail advisory relationship
  • Broad product knowledge: fixed income, equities, managed products, portfolio construction
  • More scenario-based judgment than pure memorization

Nail Element 1 and Element 5 (Managed Products, 13%), and you've covered over a third of the exam.

How long should I study for the RSE?

4–8 weeks if you already have CIRE and some retail experience. Longer if you're new to client-facing advisory work.

Prioritize by weight:

  • Element 1 — 22.5% (this is where exams are won or lost)
  • Element 5 — 13.3%
  • Elements 4 & 7 — 11.7% each
  • Element 6 — 10.8%

Book the exam when you're scoring 70%+ on practice mocks.

CIRE vs RSE vs ISE — which do I need?
  • Investment Representative (execute trades only) — CIRE
  • Registered Representative — retail (advisory) — CIRE + RSE
  • Registered Representative — institutional — CIRE + ISE
  • Registered Representative — institutional + derivatives — CIRE + ISE + Derivatives

CIRE is the foundation everyone needs. RSE and ISE are parallel paths — retail or institutional.

Does CIRO provide free RSE study materials?

Yes. CIRO publishes a free syllabus, study guide, and one practice exam at ciro.ca. No mandatory courses.

EnCiro builds on top of these with 7,000+ practice questions, 375+ structured learning concepts, and an AI tutor.
